Ok, so i called insurance and this is what they had to say:
I'm not at fault.
Even if a person is parked on private property, the person who hits the parked vehicle is 100% liable to the damage.
The first step they suggest is to reason with the person and come to an agreement.
Failing that, send them an official letter of demand, clearly stating that you demand they pay the full extent of the damage. State that they have 14 days to settle an agreement or the matter will be taken further.
Failing that, take the case to small claims, or solicitor.
So I tried to speak to them, in a civil manner, twice now. The first incident the phone was slammed down on me. The second incident was in person. I was told to get off the premises or I would be removed. So I left.
I guess it's time to write a letter of demand.

Ring These guys they take ages but dont cost u a thing they are called Caims Made Easy there in melbourne. (Yellow Pages)
Helped me when a woman pulled out in front of me from a bus stop.
and said it was my fault because i hit her in the back. ha showed her |
