Instead of having an air con idle compensator (to pick the revs up when ac is on like in new cars) the std gem ac has a relay that turns the ac compressor off when the car idles. It does suck when stuck in traffic on a hot day...

The revs at which the ac turns off can be adjusted. Mine has a little black box with a switch labelled auto / manual and a dial that can be adjusted with a small screwdriver. I can't remember but one of the positions makes the ac not cut out. Try playing with that. The adjustable dial changes revs that it does cut out.
Find the little black box and play with the settings. I am sure this will sort it out.
