For a turbo application, I would go the bigger carby for outright power, but I dont think there would be a huge difference. It really depends on how big the engine is, and how much power you are chasing. The bigger the engine, the more a smaller carb will restrict it.
I have only ever seen DVG webers with brass floats. The carb and adaptor plate, and linkage setup is $160, COD would be about $10-15.
I have run these carbs with brass floats at over 20psi, but everyone recommends getting platic floats or filling brass ones with foam. I think the design of the weber float must make it less susceptible to collapse or something, I suggest you run it and see how it goes, before modifying the float.
