What carby??
Standard 1600 nikki?
G200 style nikki?
Something is probably wrong with it if it is an untouched factory carb.

Tell us what you have diagnosed so far. IT could be many things.
To start with, is the choke completely off when the engine is at running temp?
If so, I would take it apart, clean it out, note the main jet sizes. A 1600's are 125 and 165 (guessing from memory) so they should be around that size.
