Sounds like the booster is shagged, and the booster only works on the front doesnt it? |

could be
Rear brakes
1) your proportioning valve isn't working or incorrectly adjusted.
2) Rooted mastercylinder, which you fixed so don't worry.
Hard Pedal
1) buggered linkages or dry linkages.
2) booster buggered.
3) check valve or vacuum line to booster buggered
4) restricted flexible hose
OF COURSE THE BOOSTER WORKS ON THE BACK BRAKES!
Hope this helped

Doh, wasnt thinking. Just fix the booster first and the problem might go away. |

Agree on the booster theory, i also had a mate with a VH that had the same symptoms and it was a fuggered diaphram in the booster.
Maybe it's time to switch mechanics or have a second one for a 2nd opinion, he should have narrowed it down at least through mechanical logic.

When you replaced the various brake components, where the rear wheel cylinders shagged ? If they were leaking any fluid, it may have seeped onto the brake linings. This can cause the lining to become 'gummy' and lock up when the brakes are applied.
What are the fronts like when you brake ? Are they normal or are they weaker, like the symptoms of bias being out ?
Depending on exactly how the booster is shagged (may be more than one problem with it) it may be causing a percentage of the locking rears problem.
We're trying to do the best we can to help you out, we've at least given you an avenue to start with from past experience.
