The carbs you have chosen are really only suitable to a reasonably overly mild engine configuration and above. They will provide ample (if not too much) fuel for your current set-up - i'm assuming it's stock as you didn't elaborate. I'd suggest getting a decent port job, higher compression, your current 'lumpy' cam, and a mountain full of revs to take advantage of the two 40mm IDF's.
If you are bolting the Webbers and cam onto a stock engine, then i'd assume your 1/4 mile time may be lowered by maybe approx. 2 seconds or slightly more. Someone here may have try'd and tested your intended mods on the track and could probably give you a more realistic answer. Bottom end may be a little boggy if not tuned and jetted professionally, but your top end will be fairly phenominal compared to a stock Gem. But that's my uneducated guess.

I bolted twins on to my car and it ran 1/2 a second slower over the 1/8 the smaller carb had more air speed which in turn produces more torque take this away from a little motor and your not left with much at all the motor didnt have the head work to take advantage of the better breathing at the high revs |

We had 45mm twins with a mega arse lumpy cam (sound like a V she made 137kw at the wheels. The last 1/4 run we blu a water pump half way and still got a 14.2 pass. |

i ran a 16.89 with the single weber (32/36 dgv) and my engine had the mild cam a 60 thou bore and 80 thou shaved off the head and a lil port job, With the twin 44 IDF's it ran 16.22 so it made .6 improvement and made an extra 23Hp
i think if u ran say a 20 sec pass u might run a 19 |
